Nepra Foods Clears Final Hurdle as Port of Lewiston Approves Beverage Plant Acquisition

Downtown Boise, Idaho

Major Manufacturing Deal Advances in Lewiston

Nepra Foods Inc. has secured final municipal approval to move forward with its acquisition of an Idaho beverage manufacturing operation, marking a significant step toward expanding production capacity in the Lewiston industrial base. The Port of Lewiston Board of Commissioners approved the lease assignment for Artesian Fusion beverage manufacturing operations on July 14, 2026, clearing what the company characterized as the last major regulatory hurdle required before closing.

The acquisition was first announced on April 30, 2026. The Port of Lewiston, Millennium Trust LLC, and Nepra Foods executed the Consent to Assignment of Lease, which became effective immediately, granting Nepra operational control of the industrial facility and its associated production rights.

Long-Term Investment and Employment Support

Nepra management presented its operational vision to the Port commissioners during a July 8 hearing, outlining capital investments and workforce commitments intended to strengthen the local manufacturing sector. The company pledged to invest in facility improvements, support sustained manufacturing employment, and participate actively in the Lewiston business community.

Nepra CEO Billy Hogan stated, “We appreciate the thoughtful review conducted throughout the assignment process and the opportunity to present our long-term plans for the facility to the Commissioners.”

The acquired facility encompasses approximately 3.88 acres within Harry Wall Industrial Park in Lewiston. Under terms of the lease assignment, Nepra has contractual rights to negotiate future purchase of the underlying property, positioning the company for potential long-term ownership of the site.

Product Mix and Regional Distribution

Nepra intends to manufacture aluminum bottled water, functional beverages, and third-party customer products at the Lewiston location. The facility’s position in the Inland Pacific Northwest provides strategic access to established distribution networks reaching Washington, Oregon, Idaho, Montana, and surrounding regional markets—an advantage for a beverage manufacturer seeking multi-state market penetration.

The Port of Lewiston, a public agency responsible for managing the region’s maritime, industrial, and transportation infrastructure, plays a critical role in facilitating commercial development along the Clearwater River corridor. Industrial park operations like those at Harry Wall support the port’s mission to generate employment and economic activity in Nez Perce County.

Manufacturing operations of this scale typically require coordination across port authority oversight, environmental permitting, and local zoning compliance. The Port’s approval signifies that Nepra’s proposal meets those standards and aligns with the industrial park’s intended use.

What Comes Next

Nepra Foods and the current lessees indicated that parties will now proceed toward execution of final acquisition agreements and satisfaction of customary closing conditions. While no specific closing timeline has been announced, the completion of municipal approval typically accelerates the final contractual and financial stages of such transactions.

The beverage manufacturing sector remains a viable component of Idaho’s food and agricultural processing industry. This acquisition reinforces Lewiston’s position as a manufacturing hub within the region and underscores the port’s continued importance to state economic development.
